Issues or Concerns

Members please be aware that if you have any problems with anything refereeing wise I will always make myself available to discuss the matter as required.

However, please also be aware that I will not be drawn in to public debate on performance related or appointment issues. This will be done 1/1 when you request it.

 

Training

We are now well into the Winter season and as happens every year numbers are dropping off. Please note the value members get out of these sessions and make an effort especially over the next few weeks while school is on holidays.

 

Language

All members would be aware of the 3 week edict issued by the Newcastle Rugby League around offensive language directed at an official. It is disturbing to note that I am still being made aware of too many instances especially in Juniors where our level of toleration in this regard is just far too high. The League has taken a stance supporting us as officials, it is now our role to draw a line in the sand and not tolerate this version of abuse.

So, again I repeat what I have said from the outset. If you honestly find the language of a player offensive and personal, please act on it.

 

Send Offs

Please make sure we are getting the electronic version of the dismissal report done and to me and Wayne by 10 am the following day. All you do is go on the website and submit it (including typing in the two random words at the bottom) and it will come up advising you it has submitted. If it does not come up saying that, it may not have worked.

 

Off Field Incidents.

Nothing major here just a reminder that we need to be 100% clean skins in ALL behaviour whilst we are representing the NCRLRA. A couple of incidents recently have come to my attention that have me questioning this is happening every time. Please remember this also comes down to how we are portraying ourselves publically.

 

Incident Reports.

Members there are too many instances where we are NOT putting in these when we have either said we would to a Club or we should be under our Duty Of Care in the game. It is not difficult to copy and paste the report off the site into a word document and fill it in............. If our Trainer can do it, anyone can!!! (Sorry Teaguey!!!)

If you have something happen that affects your game, 9 times out of 10 it is best to do an Incident Report and I will that way have it and can be on top of it should something be raised about any Incident.

Attendance at Fixtures and Start Times.

It is a real concern that I now get nervous at about a quarter to 9 every Saturday (and at the moment Sunday ) morning wondering who will not show this week........

Members there are clear guidelines here especially in the early games on a given day. Half an hour before the first game arrive at the ground and make your presence known to the canteen or Ground Officials.

Please also note there are very clear expectations around attire when going to games and performing duties as a member of the Association. Further reports of this not being adhered to will be dealt with by the Board Of management.

A big congratulations goes to Drew Oultram for his appointment to the Tier 2 Country Divisional Final and to John Haile who is about to leave for the Australian Championships at Burleigh Heads as the CRLRA Representative.

Corner posts no longer a barrier in NRL

The NRL has agreed to a rule change that will see corner posts no longer treated as touch-in-goal.

The NRL has agreed to an immediate rule change that will see corner posts no longer treated as touch-in-goal when players come into contact with them.

The new rule means players don't have to avoid the corner post when attempting to score a try compared to the previous rules which would see contact resulting in a 20-metre restart being awarded.

In recent seasons some spectacular tries have been scored in the NRL as players continued to master the skill of touching down without making contact with the corner post.

Now, a player will not be deemed out of play unless he makes contact with either the touch-line or touch-in-goal-line or the ground beyond the touch line or touch-in-goal line.

The change has been made primarily to assist video referee decisions involving slow motion and freeze frame replays to determine whether a try has been scored.

It also applies to a player attempting to run the ball out from his own in-goal if he brushes the corner post without contacting or crossing the touch line or touch-in-goal line.

NRL Chief Operating Officer Graham Annesley said the existing rule had become something of an anomaly and that's why it was changed.

"Under the existing rule a corner post that was leaning inwards could have prevented a try from being awarded because the rule gave the referee or the video-referee no discretion," he said.

"Given the increasing scrutiny that every decision is now under, there was a strong view that the rule should be changed before a team is disadvantaged.

"There was overwhelming feedback from the clubs that if a change was to happen then it should take effect immediately."

Under the new interpretation, if the ball is not in possession of a player and it makes contact with the corner post (e.g. from a kick) the ball will be deemed to be touch-in-goal as per the existing rule .All other rules relating to the corner post and restarts of play remain unchanged.

The ARL will consider also adopting the rule before the second State of Origin match on June 16, however the new rule won't apply in lower grade competitions.

Information from the Referee’s Operations Manager

 

Members

 

We are now well into the competitions, and it is an opportune time to revisit the Guidelines set out in March and highlight a few areas that require our further constant attention in all games we are involved in.

BAD LANGUAGE:

Action is to be taken immediately against players who express their feelings with a loud outburst of obscenities.  Spectators and their children are NOT to be subjected to this unnecessary behaviour.  Penalise the player in the presence of the Captain.

On that basis, at all times be aware of your own actions in this area.

CONSISTENCY is the key in relation to this area. We need to make sure we act on it when it happens and each time it happens.

 

SEPARATION AT THE PLAY THE BALL:

Note: It is the sole responsibility of the referee to adjudicate on the tackle.

  • Once a tackle is deemed to have been effected, the player in possession has the right to play the ball without interference.
  • The defender similarly has to be afforded the right to remove himself from the tackle without being handled by the player in possession.
  • At the time prior of the playing of the ball, the referee may call “hands” or “separate” which will advise players involved that there is to be a clear and total separation whilst the ball is played.

Referee’s Vocabulary: “Hands” or “Separate”

I believe the proof is in the pudding here. If we are making a conscious effort to achieve separation at the PTB, the overall ruck is greatly improved.

 

 

BACKCHAT:

Action must be implemented quickly on players who continually Backchat.

You cannot give the game your complete attention when players repeatedly chew your ear. Stop the game call the Captains over, advise them this type of behaviour will not be tolerated. Place the responsibility on their shoulders.

If you need to take further action, be FIRM but show respect.

There are too many instances, especially in HVJRL (Under 16s – 18s) where we are allowing this to affect our game. Again, DEAL with it when it happens.

 

ALL IN BRAWL:

There are a couple of very important points Referees should observe if unfortunate enough to be officiating in a game involving an all in-brawl.

Firstly do not step in between players in an attempt to prevent further hostility.  Blow your whistle hard & step back allowing you to view all the proceedings. It is not only significant for you to identify the instigator/s, it is very important you watch for players who rush in & become involved escalating the circumstances. Touch Judges also must give support in these situations by observing intensely from an advantageous position, ensuring an accurate report can be delivered.

When the state of affairs is in control, be alert of any attempt to Interchange players, this is not permitted until you have made your decision.

Several instances of these happening again mainly in HVJRL and we need to make sure we stay on top of things as best as possible. If we are going to dismiss players, make sure this is the best avenue. The use of the Sin Bin to “cool heels” does not appear to be being utilised as much as it perhaps can and should be.

COACHES/OFFICIALS VERBAL ABUSE:

Coaches and Officials who choose to sit in the designated place within the playing area are NOT allowed to coach or verbally criticise Referees or Touch Judges.  If this happens you are expected to take the appropriate action, which is:-

Þ             Stop the game.

Þ             Have the Ground Manager report to you.

Þ             Inform him of the problem.

Þ             Advise him to remove the person/s responsible outside the fenced or roped off area.

If the Ground Manager cannot be found then you as the Referee should take the above action.  Remember you have complete control of the playing area.

We have the full support of the Newcastle Rugby League in this regard. Please make sure we are acting on it as soon as it happens and not allowing things to build up.

 

SEND OFFS AND INCIDENT REPORTS

Please not the new system is now in place as emailed last week.

The send off report will be on the website by the weekend with a submit button which will come to me directly.

It remains that you need to contact Wayne Wilson should you have send offs.

PLEASE MAKE SURE THE FORMS ARE LODGED BY 10AM THE NEXT BUSINESS DAY EVERY TIME.

We have had an instance this week where we have had a case dismissed because we did not receive the referee report.

Good Evening All

At a meeting of the Newcastle Schoolboys Association last week a question regarding lending players from one club to another was raised and whether or not it was permitted.

I have sought clarification and discussed the issue with Bert Lowrie (CRL Operations Manager) and we have resolved that players can be lent from one to another within the following;

§  Matches cannot be for competition points.

§  Both clubs must be in agreement

§  The administrator / secretary of the competition must be informed.

§  An authorised match official must be in control of the match.

You will note that John Fahey (Newcastle Rugby League Referee Development Manager) has been copied into this notice and assures me that the Referees Association will be made aware of this.

I hope this clarifies the issue for you all and am I sure that you will agree that sanity has prevailed here!

Training

Training is going well and I am sure all those that have been able to attend will attest to the great job Ben is doing. Members, there is a lot of time and preparation put in to these sessions and please bear in mind that we are incorporating skill sessions into them. That makes it all the more crucial for younger members of the Association to make a real effort to attend where they at all possibly can.

Presence at Training.

Members, we are all aware that this has been an area of concern for many years. Please be assured that training will be skill and drill based and that I will be in attendance to assist in running training but more importantly for you guys to have real access to me for feedback and discussion as required.

Please again be well aware that I am noting efforts and performance levels in these training sessions. It was disappointing to note the drop in members present last night. Please be aware that we will now be training at KENTISH OVAL on a TUESDAY at 6pm. Those that attended last night will testify that the lights are actually very good.

 

Meeting Attendance

Members please remember that it is a clear expectation that where possible you attend the monthly meetings of the Association. These meetings are a critical ingredient in keeping abreast of what is happening both within the Association and coaching wise, as well as being the best place to ask any questions you may have. It is the time and place where Junior Members can gain a lot of knowledge.

If you cannot attend meetings, please ensure an apology is forwarded to the CEO John Stevens prior to the meeting. From now on, all General meetings will be at 6.30pm on the 4th Tuesday of the month with Board of Management meeting at 5.30pm. Wallsend Diggers will be the venue.

 

THERE IS A MEETING ON NEXT TUESDAY 27 APRIL AT WALLSEND DIGGERS 6.30PM START.

 

Fixtures

 Please be aware of the following:

·        Please ensure you are showing up to your appointed fixtures 30 minutes prior to commencement unless you are travelling from ground to ground in which case be at the ground as soon as possible.

·        If you are aware you are going to be unavailable, let me know straight away.

·        In relation to doing fixtures once appointed, I accept things are going to happen. However we all need to remember that we are letting not only your peers down but the players involved if we do not referee any given day.

·        What should not happen is for fixtures to be swapped or changed without my knowledge. If for whatever reason you do not do a fixture, it is not up to you to organise a replacement without it coming through me first. There have been several instances of this already and further will not be tolerated.

·         IF YOU CANNOT DO A FIXTURE, LET THE ROM KNOW IMMEDIATELY SO IT CAN BE RESOLVED.NO ONE ELSE CONTROLS FIXTURES OTHER THAN ME AS THE ROM. If you have any doubt or concerns around this, please contact me directly on 0488 636 501.

·        Be aware that if you are out injured, there will be an expectation that fitness to return will need to be evidenced, and this has already played out with a Grade referee.

·        I trust that you are enjoying the spreadsheet supplied with the fixtures where you can check what you have. This is something I use and believe it is a useful tool for all once it is completed each week.

 

Pull outs

Members I will be putting to the Board of Management a change in how we approach this situation moving forward. It will be on the basis that I need to know non-availabilities by 6pm Sunday night prior to the fixtures (a week before) for no penalty to apply. After that up to 24 hours before the fixture, a second higher fee will apply. Complete failure to attend a fixture will result in a third higher again fee that would also see the member called before the Board to explain their absence.

Please note that the $$ would go to the Association and that the decision on fee level would be at my discretion as the Referees Operations Manager.

This has stemmed from a situation last weekend where a member has failed to front for fixtures meaning members doubled up and more importantly a team from Singleton went home without a game of football being played.

Communication Equipment

New gear is here and there have been some teething problems. Hopefully these will be resolved in the next few weeks as we work through these areas as they come up.

 

Other Information.

 

·        Members, please be mindful of the need for all referees to be meeting the Code of Conduct and Safe play at all times when officiating at fixtures.

·        Please ensure that pay sheets are completed where required for fixtures and lodged.

·        Make sure you are aware of the fees you are to be paid from the website.
